EİDS: the era of verified property listings.
Türkiye's Electronic Listing Verification System (EİDS) now requires identity and authorization checks on all property listings, including sales. This guide walks through who it covers, granting authorization via e-Devlet, penalties, and the social media rules step by step.

Since February 15, 2026 authority verification is mandatory for all property listings, including sales. Unverified posts can draw fines of up to 286,206 TRY per violation administrative fines may apply.

The Electronic Listing Verification System (EİDS), run by the Ministry of Trade, verifies the identity of every listing publisher and their relationship to the property: owner, close relative, or a real estate business authorized via e-Devlet. The goal is to prevent fake listings and deposit fraud.
Identity verification
The advertiser's identity is confirmed via e-Devlet.
Authority verification
Your relationship to the property is verified: owner, relative, or authorized business.
A safe listing environment
Less fake-listing and fraud risk for buyers.
Social media: what is allowed, what is risky?
The rule is simple: is what you share the link of a verified listing or a listing in itself?
Allowed
- ✓ Sharing the LINK of a verified (EİDS-approved) listing, including on Instagram, Facebook and WhatsApp.
- ✓ Non-listing content: office/brand promotion, area analyses, industry news, success stories.
- ✓ General brand advertising that does not promote a specific property.
Risky
- ! Standalone listing posts with price, contact details or sale terms (image/video/text) without a verified listing link.
- ! Promoting someone else's property without a license and owner authorization.
- ! Negotiating listings via DM by sharing price/address (may qualify as a listing).
What does non-compliance cost?
The Ministry of Trade actively monitors social media posts and publishes its enforcement results. The picture for the first half of 2026:
Maximum fine per violation for sharing unverified listings (2026).
Total fines issued to 232 non-compliant businesses in the first half of 2026.
The portion applied to 136 businesses operating without an authorization certificate.
Enforcement covers platforms too: Meta (Instagram, Facebook, WhatsApp) was also fined for allowing non-compliant listings. Figures come from the Ministry's public statements; fine amounts are updated yearly with the revaluation rate.

Who needs it, and since when?
Who may list: the property owner, 1st/2nd-degree relatives or spouse, or a real estate business holding a valid trade license and authorized by the owner via e-Devlet.
Identity verification began on listing platforms: unverified users can no longer post listings.
Authorization verification launched. A transition period ran until December 31, 2024; verified listings received the EİDS logo.
Authorization verification became mandatory for residential rental listings.
Scope expanded: commercial property sale listings were added to verification.
Verification for all sale listings, including homes, piloted in three major provinces.
Nationwide: authorization verification is mandatory for ALL property listings, sales included.
Have the owner authorize you via e-Devlet
To publish someone else's property as verified, the owner grants you authority on e-Devlet. Send your client these 4 steps.
Sign in to e-Devlet and open the "EİDS Property Listing Authorization" service.
Select your property and add the real estate business you work with (by license number).
Define the scope and duration of the authority and approve. You can revoke it anytime.
Your agent can now publish your listing as verified; the platform checks this authorization against EİDS.
No authorization needed for: the property owner, their spouse, and first- and second-degree blood relatives (parents, children, grandparents, grandchildren, siblings), who can post their own listing directly. Everyone else needs e-Devlet authorization.
3 months minimum
Authorization cannot be shorter than 3 months; the owner sets the end date.
Revocable anytime
The owner can revoke the authorization on e-Devlet at any moment.
Certificate lookup
A business's Real Estate Trade Authorization Certificate can be checked on the Ministry's TTBS system.
